Mini-budget 2000 & capital Gains reduction - Ask an

QUESTION:
My question pertains to the actual date the mini-budget, which reduced the capital gains inclusion to 50%, became law.
I understand the Bill was passed on Oct. 17th 2000, but came into effect on the 18th. Others say that it became effective immediately. Who is correct? Does the Income Tax Act provide for a grace period of a few hours?
The question has bothered me now for 3.5 years, since quite a bit of money could possibly have been saved.

The answer was very clear.  It took effect at midnight on Oct 17, 2000 - any actual sale on Oct 17 was taxed at 75%.
