I am a 62 year old u.s. citizen whose parents were born in Canada. I was born in the u.s. when both parents were still Canadian (father later became as u.s. citizen. I would like to buy property and/or retire in Canada. Am I entitled to dual citizenship, and if so, is it a good idea? Thanks very much.

Up until 1977, Canada did not allow people to have dual citizenship. At the time, a person was expected to make a choice and be an American or a Canadian.
Interestingly, if you had decided to be a Canadian, you would have been given your US citizenship any time you applied because of a cople of court cases in 1967 and 1980 (you can find these if you go to www.centa.com click on newsletteers, click on 1993 and read the October newsletter about dual citizenship).
However, Canada does not act as kindly and there are all sorts of people in your position who have been denied the right to Canadian citizenship. I think that you should be entitled to it and wonder if you ever made a decision to be an American.
Do you have a US passport? If not, you are likely still a Canadian. My inclination would be to just apply for a Canadian passport. If you get it, you are a Canadian citizen.
I am also passing this out (anonymously) to my newsletter list which contains several Canadian Immigration people as well. We wil see if any of them have a better idea.
At any rate, there is no problem with your buying Candian Property and spending five or six months a year in Canada whether your parents were Canadian or not.
