The following comes from David Andersson, President of PACE and a well know US Immigration attorney. I admit to having missed the amendment allowing spouses of E1 and E2 visa holder to work in the US.

Howdy David & Readers:
Some good news to add to David's response.  Effective January 16, 2003, President Bush signed Public law 107-124 and Public Law 107-125, respectively, amending section 214(e) and Section 214(c)(2) of the Immigration and Naturalization Act ("Act")by authorizing employment of  spouses of E-1 treaty traders or E-2 treaty investors and spouses of L1- intracompany transferees with the United states who have been admitted under sections 101(a)(15)(E) or 101(a)(15)(L) of the Act, respectively.
In practice the way this works is as follows:
L or E principle applicant enters spouse then follows in the respective derivative classification.  Once in the United States an application is made on Form I-765 for an Employment Authorization Document ("EAD").   
There is a new electronic filing procedure available for EAD's in this category.  If the EAD is not issued within 90 days of receipt of filing, the applicant is statutorily entitled to an interim EAD at the BCIS district office having jurisdiction.
