Contractor's GST and Income Tax Problems in Canada

I saw a National Post article a month ago where one of your clients had a $77,000 bill for GST.

Contractors are being hit right, left and center for back taxes right now.  We have one client who is 78 years old and still working at about $23,000 a year as a finishing carpenter.  
However, he had not filed a return since 1997.  the CCRA demanded the back tax returns and although his bill is "only" $27,000 and he has given them post-dated cheques to pay it off over three years (assuming he lives that long), they hound him incessantly.  I have told himto go bankrupt but he is too proud.  No assets other thanhis old truck.  He lives in a rented trailer on a rented spot.
In the National Post Article, our client had filed his income tax returns religiously and reported gross contracting income of $42,000 to $100,000 since GST came in in 1991.  He had used two CA firms, one CGA firm and one not degreed firm through this period.  NOT one of them had insisted he register for GST.  
When the CCRA went after him, they gave him a bill for $77,000.  D'Arcy von Schleinitz in our office took all the old records and had it reduced to $27,000 but most of that is the interest and penalties.  He was not trying to evade anything. 
I have also had about 8 contractors with significant net worth assessments in the last while.  The CCRA is looking at assets and comparing them to tax returns and sending out bills. There is a definite look going on against contractors because new legistation a couple of years ago forced anyone paying a subcontractor to issue a T4A slip and thousands of people (part timers with full time jobs as fireman in particular) were suddenly havinf their part-time $20,000 reported to the CCRA.  
CCRA is also picking up people from audits of home owners.  When you ar being audit and you paid John Brown $3,500 for some work, the CCRA just automatically looks at his return to see if the money has been reported.
