You are correct of course but he can NOT leave it registered in
the US if he "IS" living in Canada.
He will just have to live with the CUSTOMS problems.
As a returning resident, if the car meets Canadian Motor Vehicle
Safety Standards, it should not take any more than a hour to get
it through.
He has to have owned it for a year before he comes to bring it in
duty free however.

To register (& insure) the car in BC, won't he/she have to go
through the hoops of exporting the car from the USA AND importing
the car into Canada? (a nightmare)

  If you are living in BC, your car must be registerd in BC.  If
you are living in BC, you will also qualify for BC medical.
  BEFORE you leave the US, you have to fill in an I-191 form and
submit it to your local immigration office.
  This form will allow you to return to the United States after
your sojurn in BC.
  WITHOUT FILLING IN THE FORM BEFORE YOU LEAVE THE us, YUR
REGISTRATION OF YOUR CAR IN BC AND TAKING OUT BC MEDICAL WILL
MEAN THAT THE HOMELAND SECURITY PEOPLE WILL ASUME THAT YOU HAVE
ABANDONED YOUR US RESIDENCE.

  Keping the car registered at a US address will mean that the
car is uninsured in Canada if you have an accident.
