Canadians on H1B visa waiting for Green Cards wants to

Dear Gail Ritter (David Ingram's Assistant),
My wife and I are Canadian citizens working in US for the past 4 years. We  were on a TN visa for the first year and then on an H1B for the rest. We moved from Canada in Aug 1999 and filed Canadian and US tax returns for the year 1999.
After that we filed only the US tax. We have some money in RRSP in Canada and  haven't made any withdrwal from that. 
Our applications for green cards are in process through consular processing and are expected to be completed before the expiration of the current H1B. We filed our taxes in US through the web and electronic filing by ourselves. 
Our son (19) is studing in Canada and I am claiming him as our dependant and he filed his income tax in Canada for 2002. 
Our daughter is studying in the US and got married in March and we are taking her out of our tax filing from the year 2003 onwards.
Following are my questions.
1. How do we file the information on RRSP with IRS?
2. Are we in violation of anything in regards to not filing Canadian income tax for year 2000 to 2002?
3. If not is there any advantage in filing Canadian income tax also?
4. How much will be your fees if we have to file through your firm?

1.    You must file information under IRS REV.PROC 2002-23 which you can find at www.centa.com - go to newsletters, click on 2003 and click on August.  
2.    From your description, you have no Canadian Tax filing liability for 2000, 2001, 2002 and / or 2003.
3.    There is no advantage in filing a Canadian Return.
4.    To look after your RRSP filings this year, we would charge you $300 for the first RRSP and $100 for each additional RRSP. That is in Canadian Dollars.
5.    Please make sure that you are filing your TDF-90 forms to report your RRSP and any other financioal accounts in Canada.
You can find the questions about foreign accounts at the bottom of your Schedule B with your 1040 return.  Penalties for failure to fiule the TDF 90 forms can be up to $500,000 PLUS five years in jail.
