QUESTION:
I am trying to find out the cost, process, length of time it will take, to be able to hire an American citizen I have met. (If this is even possible) We are a Specialized Construction company.  
We are wanting to move him and his family here to Vancouver to live and work for us.  We are interested in him because he has vast experience in our trade as well as possible contacts
in a new market.

Good News!
Your proposed employee is likely in luck.  HRDC has just reduced the barrier from a pass of 75 to a pass of 67.  
Bad News
The bad part of this is that it puts some 300,000 extra people in front of him in the regular "immigrate to Canada" application process. We are looking at admitting 270,000 people a year to Canada this year.
Good News!
It sounds to me that your man might be able to come as a management consultant if you want him in an advisory capacity and you want him to continue performing some of these functions in the USA.  As a management consultant, he can get the visa in a couple of days (under NAFTA) and then make further applications from within Canada.  
If the idea is that he will come in and work on a crew as a supervisor, the Management Consultant visa does NOT apply. A MC MUST be a supernumerary giving advice and suggestions to "management" above his position, not to those who work under him or her.
*    The time as a direct immigrant would be about 18 to 24 months now. In this role he could quit your job and work for anyone else or even start his own business.
*    The time as a worker approved to come to work for your company should be about three months but is up in the air right now as they now have 300,000 extra applications that have to be resurrected. He can only work for you in this position.
*    The time as a management consultant will take a couple of weeks at the most and a couple of days at the best. He can only work for you under this designation.

When I know his score, I can advise you better.
Our fee would likely run from $2,000 to $5,000 for a Management Consultant visa if that fits your profile.
"IF", he happens to have an engineering degree, you are looking at a couple of days and a fee of $1,500.
