Canadian married to American living in Canad wants to

Dear David,
Greetings from one of your paying clients!
I have TWO questions:  I am a US citizen/Canadian landed immigrant and my husband is a Canadian citizen. We have both lived in Canada for the past 29 years but travel to the US several times a year for vacation purposes (never
exceeding 180 days a year in total). 
When we were in to see you earlier this summer about our tax returns we never discussed this issue of "border crossing kits" that keeps coming up in your CENTAPEDE e-mails.
Neither JXXXXX nor I have ever had any problem at the border necessitating the presentation of proof of home ownership, hydro bill, old tax papers, Rogers
Video card, library card, etc...  all those things you've been mentioning.
Is the fact that we both have our passports -- his CDN, mine US, plus my landed immigrant ID enough? Or has  the border become more paranoid, even  as we speak?
Second question:  Earlier this month I mailed in the required paperwork to obtain my new Canadian Permanent Resident Card which will replace the old immigration ID  paper I've been dragging around for 29 years. I'm expecting to receive the card in the mail before the December 31st deadline. 
However, a few days ago in the Vancouver Sun there was a photo of hundreds of people lined up to appear "in person" to confirm their landed immigrant status. Does this have anything to do with my situation? Have I missed something here?

When a couple with a US citizen spouse and a non-citizen spouse crosses into the US, there is always a chance that someone will be challenged on whether or not they are trying to sneak their non-citizen spouse into the US to live there. A border kit for the non-citizen spouse is always a good idea.
The PR card is only necessary to get into Canada on a commercial carrier after Dec 31, 2003.  If you are coming by Plane, Bus, Ship or Train, you will need a PR card to get back into Canada.
If you are just driving across the border, it will not be necessary.  You should still get yours of course and hopefully it will arrive in the mail.  Some people received notices requiring them to appear in person.  They were offered alternate days but (in their eagernes) everyone came on the first day causing the lineups shown in the Paper.  
You may still be called in to get yours but they will stagger the days suggested to stop everyone coming on the first available day.
