I do not know from this question whether you want to just own a business in Canada or the USA or whether you want to move to the countries involved and operate the business.  They are two different answers.
Both countries will allow a foreigner to own a business in their country. For the US you need to fill out a SS4 application and get an EIN (employer Identification Number), a relatively simple process.  Canada requires that you get a Business Number.
In both cases, you can hire people, write checks (cheques) and even display merchandise on a very occcassional basis.  You can NOT take out garbage, answer the phone, sweep the floor or do another myriad of everyday business chores that you need a visa for.
