Tax returns & permanent residency in La Belle Province,

I have a couple of questions for you and your practice.
1. How much would you charge to shepard us through the process to become a Permanent resident, then Canadian citizen?
2. How much would you charge for my U.S. (Federal, State, County) and Canadian (Federal, Provincial) tax returns?
Here is some information that might help you determine the rates.
* Resident of Lancaster, PA (Lancaster County) until 1 October
* Obtained work permit (NAFTA intracompany for three years) in August at Dorval Airport.
* Returned to U.S. - made two trips to Canada to search for housing.
* Resident of St Hyacinthe, PQ 1 October (Lease started and physcally moved with possessions to Quebec)
* I rent a house owned in Texas and take depreciation 
* We normally itemize our deductions
* Currently paid out of U.S. with only U.S. taxes being withheld
(Do I need to make quarterly payments to Canada, until I get the payroll situation changed?)
* Company is willing to make equalization payment(s) upon payment of taxes
* Selling my residence in Pennsyulvania (closing on 14 November)
* Job Title: Director 
* BS and MS in computer science

As I said in a previous email to you back on Oct 11th, I may not be the person to deal with for your residencey.  You are living in Quebec and I have never dealt with the Quebec Immigration system which although basically the same has differences. If you did want me to help, I would be glad to and would charge you much less because I would be learning a slightly different system.  It has always been my policy that I do NOT charge for my learning process and will actually discount for something given to me where I can learn a new process.  Anyway you look at it, I am still being paid for learning.
On the other hand, there is no one I know who would be better for your US, Canadian, Maryland and Quebec tax returns fort this, the year of your change of geopolitical life. You have made the the biggest change you could make in the North American Tax system.
If you were in Vancouver, I would quote you $4,000 to $5,000 for the tax returns and immigration help.  That would work out to $750 to $1,500 for the six tax returns and $3,000 to $4,000 for the immigration. Because of my interest, I will quote you $2,500 to $3,000 for the six 2003 income tax returns (Joint Maryland, Joint, 1040, two Quebec and two Canadian -  I am assuming here that your wife is a co-owner of the rental property in Florida). and the Immigration help. All figures ae in Canadian Dollars and disbursements would be in addition.

I used to have 14 offices in Folorida and set up a lot of rental units there back in the 70's.  I have also slept in the family motorhome in that big parkinglot across form teh Rockville, Maryland Mongomery Country Courthouse.  Ingrid Newkirk (founder of PETA) is also an acquaintance and she used to be a sherriff in that same Montgomery County courthouse.
I also had an office in Ottawa for years and am familiar with Quebec income tax returns.

Your company should cease making US deductions for you.  It just complicates the issue because we will have to ask for a lot back from Maryland and the US federal gov't and you will have to pay Canada in the meantime.  It is a cash flow problem which is not necessary.  Installments are NOT necessary the first year but your company should get you on a Canadian payroll as soon as possible.
Tax equalization is a simple matter and the amount will be significant.  Canada and Quebec do NOT have a joint tax rate so as a single wage earner in Canada, you will be paying tax at a single rate.
Paperwork involved with your application can mostly be found at the following sites:
1.    Goto http://www.cic.gc.ca/english/skilled/assess/Education.asp and fill in the self-assessment guide.  This would be what you use for all other areas of Canada and you just might decide you want to come to Vancouver or heaven forbid, settle in Toronto instead of Montreal or Quebec City. You need 67 points to pass 
2.    Goto Quebec's immigration site at:
http://www.immigration-quebec.gouv.qc.ca/anglais/immigration/permanent-worker/step.html and look around.
In particular, you will need to look at: 
3.         http://www.immigration-quebec.gouv.qc.ca/anglais/immigration/permanent-worker/autoevaluation.html for the province of Quebed self-evaluation Guide.  i made a guess at you and came up with 66 out of 90 because I presume you have no French.  If you enroll in some French Immersion and can get to some proficiency in a year - say up to an intermediate level I, you would have a score of 74 out of 90.  Either score should qualify you for Quebec immigration.
4.    Then fill in the preliminary application at:
