 QUESTION:
 I won money at the horseracing track in the US and they taxed me 30%. A
total of US$438.30. Can I get it back and what will you charge me?

If you lost money overall we can get it all back.
If you just won $1,400 by playing one slot = there is no refund.
Typically, we would charge $300.00 and up (Cdn) for a US gambling return.  For this small a refund, try $200.00
You need an ITIN to get the refund. (Individual Taxpayer Identification Number)
Goto http://www.irs.gov/pub/irs-fill/fw7.pdf, fill in the form and get your number.
Anyone else with gambling winnings in the US or with the thought of buying US property or with US Stock that pays dividends or who wants to open a US bank account should have a number as well.
