Itemized deductions on a US tax return - When can I

My question is: US-specific
QUESTION: Are the taxes on my home deductible for the tax year or are they only deductible for the year in which they are paid?  For example my 2003 taxes are due by Jan 31, 2004, if I pay them in January can I take the deduction on my 2003 taxes?
