US citizen, permanent resident on Vancouver island in

Subject: A Question about US citizen, permanent resident in Canada, and work
Mr. Ingram:  I have been searching the net for most of the afternoon without an answer to my question and wondered if you could aim me in the right direction.  My son-in-law (a US citizen) is a Permanent Resident in Canada (currently waiting for his new PR card to be processed) and has a permanent residence here.  
His wife and daughter live in their home on Van. Island, and he works in Seattle every week for 4 days in construction.  He is paying US and Canadian tax, is within the residency guidelines for days in the country, and has always been treated "well" when he goes across at the border.  
However, last week he was stopped and taken into the American boarder offices and told that with increased security, he should now look to either find work in Canada or move to the States if he wants to keep the job there.  I'm trying to find out what laws are out there regarding this.  He still wants to continue his current status at work since the employment prospects here are still hot and cold.  Any advice?

A strange story but not anything he should be worried about. There are thousands of people commuting from Canada to the USn on a daily  basis and vice versa as well.
Heck, I can name a dozen US border guards  who are married to Canadians, live in Canada, and commute to their US side border posts on a daily basis.
There are Vancouver City police officers who havge lived in the US and commuted daily.
Just tell him to have real good identification and always carry his US passport and when he gets it, his Canadian PR card.
