QUESTION:
I worked in The U.S. a few weeks in 2002 and 2003. Can I claim back from the
US the social security and medicare deducted from my pay on W2. I was only
there for a few weeks and I am for sure Canadian resident and pay tax to
Canada. Also I was told there is a per diem expenses for working there that I
can claim in the U.S. aprox $100.00/day.

If you were there as an employee and were paid by W2 slip, you may  be eligible for expenses if you were working outside the office and used your car and paid your own expenses while moving around.
If you were just working at an office or in a plant or a retail establishment, no expenses would be deductible.
If you   were hired to work at one location and  moved temporarily without the company paying your expenses, you may  also have an expense claim on a form 2106  which you would file with your 1040 or 1040NR.
There is no $100/day per diem for working in the US that I have ever heard of.
There is also no method of getting the Medicare and Social Security  back from the US.  However, if you were only there for a few weeks, the income earned in the US is taxable in Canada and has to be added to your Canadian returns. 
You can claim the Medicare and  Social Security payments on your  W2 as a foreign tax credit on your Canadian return and get full credit there.
