Mr. Ingram,
This is not a tax question, but I was hoping that you might know where I
could go to get the answers.
I am a US citizen, now dual, living and working in Canada (Tsawwassen) for
14 years. Can I purchase a car in the States and then register the vehicle
in Washington? I have a BC drivers license

Anyone can buy a car in the state of Washington (or New York or Montana or any other US state) and register it there. You just cannot drive it in Canada without importing it and paying import duties. Note I did not say you had to register it in BC to drive it, I just said that you have to pay Canadian duties.
You only have to register it if you intend to leave it here.
If you do not pay the duties and get it into Canada somehow by just driving it up and pretending to be a visitor, it will be seized and you will have to pay the duties anyway and you could have (as one of our clients did) the situation where they want $80,000 in fines and duties and still would not allow the vehicle into Canada to be registered because the vehicle did not qualify for Canadian Motor Vehicle Safety Standards and could not be "federalized".
In one case in my book, my Canadian client paid $214.00 in duties for a 1980 Ford Granada they kept in Point Roberts so that they could drive it through Canada to Bellingham or home to Burnaby for the night even though the car spent 99 % of its time in Point Roberts.
Remember to pay the duties, the car must conform to Canadian Motor Vehicle Safety Standards so take the VIN to that makes dealer and ask if it conforms.
