Las Vegas resident wants Canadian retirement - LEGAL

Hello David ,
I have been reading your answers to many questions from many different people about many different topics which I hav e been receiving in my E-mail for the past couple months.  Some of these questions have pertained to retiring in Canada which you say can't be done.  But as a visitor, you are entitled to stay up to 6 months, so if you have a home in the U.S. or elsewhere, can't you buy or build a summer home in Canada and split the year with 6 months in Canada and 6 months in your other home?  I live in Las Vegas NV and it would make sense to me to do just that since gets so hot here in the summer that 6 months in Canada from May thru October would be a welcome relief.
Also, back in the Vietnam War era, many U.S. draft dodgers fled to Canada to avoid military service and many stayed permanently.  How were they legally able to do so?  I'm sure many eventually married Canadian women and became legal residents, but what about the ones who didn't?  Would appreciate a little history lesson about that.

I was quite active in settling the American Draft Dodgers who came to Canada and still know a few of them.  Many went back.  Lots married Canadians.  One married my secretary and was later arrested in Seattle and senmt to fort Lewis to the staockade.  We went through heaven and hell to get him out.
Many became landed immigrants in Canada but a whole bunch didn't and at least three a year show up wanting to become legal now.  Most who do this are 60 to 64 and want to be sure they get their Canada Pension plan and Old Age Security which we will still give to them.
In reverse, President Clinton signed the Legal Immigrant and Illegal Immigrant Responsibility Act on Sept 30, 1996. This act stopped an illegal immigrant in the USA from collecting Social Security.  So If you were an illegal immigrant to the USA (from New Zealand for instance, if not Canada or Ireland), and have paid into FICA for thirty years, when you go to collect, you have to prove you were in the USA legally. 
No time for any more of the history lesson but Simon DeJong was one of the two major players in COOL-AID in Vancouver and is still an old friend as well.

As for vacationing for six months a year in Canada, that is perfectly legal and thousands of people do jut that both ways.  Canadians head south for the winter and Americans head north for the summer.
To do it legally, you are supposed to have a full residence available for you to return to tonight if you were rejected at the border.  Therefore, you cannot rent your house out while you are visiting in the other country.
