Dear Centa,
       I lived in the state of Texas for about 4 years
as TN. I worked for Telecommunication Company as an
system support engineer. I paid all the Texas in US
including social security and Medicare. Since I was
living in US all the time so I did not file any tax in
Canada. I got laid off in May 2004. When I file for
unemployment in the state of Texas, they did not pay
me. I have asked for all the social security tax back
to me if Texas workforce commission would not pay my
benefit which is about $10000. I am not able to get the
response back from either social security
administration or Texas Work force commission. Would
you be able to help me in this regards, I would like to
buy your time as well.

I would love to sell you some time but there is not
likely anything I could do and taking your money would
be under a false assumption.
There is no refund possible for the Social Security or
Medicare that you paid to the USA.  AND, if you get
another job in the USA and get another six years in,
you will be very glad that you did not get it back
because you will qualify for full US Medicare after age
65 and will get a retirement Social Security pension
from the US.
However, if you do not get the 40 quarters in, you will
still be able to use your US premiums to increase your
CPP payments in Canada after retirement under the US /
Canada Social Security Totalization Agreement.  You
likely only need another five years because you likely
have 20 credits (at 4 per year) already if you worked
from Sept 2000, all of 2001, 2002, 2003 and five months
in 2004.
You did not qualify for the Texas Unemployment because
in their mind you were not ready to take another job in
the USA immediately.  If you can show 30 or 40 Texas
job rejections to the commission, it has been my
experience that some Canadians in your position will
get paid.  However, if you just came home to Canada and
did not apply all over Texas, you will not stand a
