How about vice versa? I live in Vancouver and am moving down to
California. I was thinking about driving my car down when I move.
Would there be any duty/tax complications other than meeting the
California exhaust standards?

If you are moving there, you car should be exempt from duty.  However,
it is tough to register many if not most Canadian cars in California.
Check with the manufacturer before you try.
any dealer (if they want to) can tell you whether the car qualifies
for California Emissions laws and if it doesn't, what needs to be done
to it.

  If you are prepared to not use the car for anything but back and
forth to work from the Washington State job to your home and back to
the job, go for it.
  Remember though that NO ONE else can drive it other than a mechanic
test-driving it for purposes of repair.
  Don't EVER take it grocery shopping or to a movie or "anything"
else.
  One client had a nice new Cadillac seized after taking a Sunday
drive with his wife to see the eagles.
  Another had his $120,000 motorhome seized and it ended up costing
over $40,000 to get it back (He had to pay the duty) and THEN they
would not let him register it in Canada because it did not qualify
under CMVSS (Canadian Motor Vehicle Safety Standards).
  If I were you, I would go through the motions to upgrade the car.
