US Citizens with RRSP's face enormous costs

This was released by the American Chamber of Comemrce in Canada and the story can be found on Page FP 12 of the April 15th Financial Post in an article by Jonathon Chevreau..,
If you are a US citizen with a Canmadian RRSP or if you are A Canadian living in the US and stiull have a Canadian RRSP, you have to read the attachment -  You need Acrobat reader to read it.
I tried to confirm it today and was unable to do so.
I talked to three different people at the IRS in Philadelphia an the Overseas Voluntary Compliance Unit and none of them knew whjat I was talking about.
I was also unable to find and the American IRS people could not find teh Bulletinn 2003-25 referred to in the article.
I almost think that it is an April Fool's Joke that got away.
For instance, REV.PROC 2002-23 adresses the Canadian RRSP problem and the Exemptions in the instructions fo r form 3520 specifically exempt Canadian RRSP's.
However this is in circulation and I can assure my readers that I will get to the bottom of it.
I do believe however that filling out the details of REVPPROC 2003-23 and using the Exemption provided under Article XVIII.7 of the Tax Treaty should be enough; particularly if you also file a Form 8833 to claim the treaty benefits.
