Mr. Ingram,  Thank you so much for you information and your continual mailouts.. I have learned a lot from you.  
I have read all the documents for sponsoring my husband (in Texas) as a Permanent Resident into Canada, but there are a few things I cannot find out from their forms.  If you would be so kind to 'enlighten' me on these I would be so grateful.  Until I know the answers to these questions it is almost impossible for us to decide what to do.  
1.  My husband received a DUI about 1 year ago, and has another year I think, on probation. He does NOT have to report to anyone, and was a misdemeanor..  He was a policeman, years ago.. and has a very clean record, other than that.  Will this affect his obtaining Permanent Residency as I am sponsoring him. 
2.  He would like to drive up here, and visit.... then we would start the documentation.. however, he also wants to bring some household items.  I imagine he would have to store them in Blaine, Washington until Immigration has given their ok??  Is that correct? 
3. The other question is.. once I have started the sponsorship can he get a temp work permit?? or can he get employment in Washington and drive back into Canada after work to live with me?   Also, can he shop across the line while the paperwork is ongoing, that wasn't really clear to me in what I read. 
4. Is there any 'timeline' to this whole procedure, and are there restrictions as to him working here until the residency is done?

I am including Donald Cameron's reply to your first question.  The DUI has a definite affect on your situation.
And your husband should not be going back and forth across the border while the paperwork is being processed.  He will NOT be able to work in Canada until a work permit is issued.  Time for this is anybody's guess with the DUI.
I would suggest that you retain Donald or us to assist you with the immigration paperwork. You will need our oiffice for your husband's dual status and immigration income tax returns for the two countries.

There are two options for the wife in Vancouver to assist her American husband to obtain Permanent Resident status in Canada.
The first is to sponsor him at the Vegreville Case Processing Centre in the Spouse/Partner in Canada Class to adjust his status from Temporary Resident to Permanent Resident from within Canada and the second is to sponsor him at the Mississauga Case Processing Centre in the Family Class for processing for a Permanent Resident Visa at the Canadian Visa Office responsible for the U.S. - the Canadian Consulate in Buffalo, New York.
The circumstances of the case will determine which option is preferable but among the serious consequences of choosing the wrong option are 1) a determination by an Immigration Officer at a Port of Entry to Canada that the American husband no longer falls within the Spouse/Partner in Canada Class because he left Canada during the processing of the application and 2) no right of appeal to the Immigration Appeal Division if the American husband's application in the Spouse/Partner in Canada Class is not successful.
Phoning the Citizenship & Immigration Class Centre to ask about these options produces startling misinformation and the more times you call with the same questions, the more imaginative their answers become.
