QUESTION:
I will start work soon in Quebec under a NAFTA intra-company transferee work permit.  My assignment is scheduled for three years.
I have a B.S. and M.S. in computer science.  I intend to continue working for my current company, I would just like more options.  How can I apply for permanent residency and possibly become a Canadian citizen?

This is your second free question which means that you have to send us your multi-jurisdictional tax returns to do.  
For the rest of your question, you have to fill out a lot of paperwork. Your degrees will greatly increase your chances.
There are a lot of forms to fill out.  For me it is complicated because you are going to be immigrating to Quebec and I have never done a Quebec business immigration.  However, I can give you the pointers and the direction and since I like learning things, you could likely twist my arm to help you if we combine it with your multi-jurisdictional tax returns of which you will have 4 the first year you are here. (Quebec, Federal Canadian, US 1040 and the State you are coming from).
1.    Goto http://www.cic.gc.ca/english/skilled/assess/Education.asp and fill in the self-assessment guide.  This would be what you use for all other areas of Canada and you just might decide you want to come to Vancouver or heaven forbid, settle in Toronto instead of Montreal or Quebec City. You need 67 points to pass 
2.    Goto Quebec's immigration site at:
http://www.immigration-quebec.gouv.qc.ca/anglais/immigration/permanent-worker/step.html and look around.
In particular, you will need to look at: 
3.         http://www.immigration-quebec.gouv.qc.ca/anglais/immigration/permanent-worker/autoevaluation.html for the province of Quebed self-evaluation Guide.  i made a guess at you and came up with 66 out of 90 because I presume you have no French.  If you enroll in some French Immersion and can get to some proficiency in a year - say up to an intermediate level I, you would have a score of 74 out of 90.  Either score should qualify you for Quebec immigration.
4.    Then fill in the preliminary application at:

5.    Check the procedure out at:

6.   Next do the apllication for a selection certificate at:
