American using a Canadian boat as a floating seasonal

Hi David,
I'm a resident of WA state and have made an offer to purchase a boat in BC to use as a seasonal residence whilst in BC and to cruise local waters.
This boat will be permanently moored in BC.
My question is ---- am I permitted to use this boat for a very occassional trip into US waters (assuming I do not name the vessel "Al-Queda.") Does the fact that I will pay BC provincial tax on the boat rather than WA state tax have any implications?

You cannot take the boat into US waters unless you pay duty on the boat.  If you pay US duty, you can sail it in US waters but would have to keep it moored in Canada unless you also paid the Washington State tax.  
the two exceptions are:
1.    You are in transit to Mexico
2.    You have it scheduled for repair work in a a US repair facility in which case you can put it in bond for the duration of the repairs.
