India National in the UAR wants TO OBTAIN NCLEX-RN

QUESTION:
I am an Indian national residing in the U.A.E. 
I passed the NCLEX-RN exam (Florida Board of Nursing) in Nov 2002 and already filed for BCIS (I-140E). 
I haven't got the NCLEX-RN licensure with reference to the Florida Statutes - Chapter 456.013(1)(b).
Is it possible for me to obtain the NCLEX-RN licensure before entering to the USA, if I obtain an ITIN number? If possible, what is the procedure to obtain the ITIN number?

Congratulations on passing your Florida exam but 
I do not know the answer.  Hopefully, someone else on this board may.  I will send it on.
However, the application and instructions for an ITIN (Individual Taxpayer Identification  Number) can be found at http://www.irs.gov/pub/irs-fill/fw7.pdf
Good Luck.   We also need nurses in British Columbia, Canada where I live. It is also a pain to get accreditation here, but we do have a large population of  immigrants from India living here.
