Retired American wants to Immigrate to Canada = already

Mr Ingram,
I was surfing the net and came across your name and e-mail address so I thought I would ask you some questions, since I couldn't find the answers in all my searches.
I am a canadian citizen but I have a very good friend from the USA who would very much like to live in canada. He is retired after a lenghty career in communications, therefore he doesn't need to work and has his own health insurance. He would just like to retire here. He owns a property and has made numerous friends here. The last time he crossed the border, they informed him that he had to leave canada on Jan 31th 2004. What they told him was that upon returning, if he stayed in the US for 2 weeks, he can only stay here in canada for 2 weeks or if he stayed in the US for 1 month, he could only stay here in Canada for 1 month. We're not sure what to do. I want to be able to help my friend. Can you offer any suggestions?

It is unlikely that he would qualify to immigrate to Canada if retired and no job offer.  Not impossible, just unlikely that he would qualify.  
Have him fill out the information questionnaire and rate himself at:
http://www.cic.gc.ca/english/skilled/assess/Education.asp
If he gets 67 points, he would qualify.  He might have to find an employer to sponsor him to get in for the points awarded.
However, in general, it is impossible for a Canadian to retire to the US or an American to retire to Canada "AFTER" retirement.
In general, he can only come to Canada as a visitor for six months of the year which is why they are telling you the two weeks / two weeks - one month / one month scenario.  And, if he is just in Canada for more than 183 days in any one calendar year, he owes tax on his world income to Canada.
Sounds like he needs to get married and be sponsored by a wife.
He can come to Canada and then keep on applying by mail for an extension of his stay as a visitor by going to 
 http://www.cic.gc.ca/english/applications/visitor.html and sending the application in at least three weeks BEFORE his current date expires.
However, they will only extend that 2 or 3 times at the most without some extenuating circumstance (caring for sick parent, etc.) and eventually he would have to go back.
He should print out the 14 page guide at http://www.cic.gc.ca/english/pdf/kits/guides/5551E.PDF for more information on extending his stay.
