  I am sure that my reply to you will be added to or corrected by somebody.  
   
  If he does not make enough money to sponsor you into the US (he needs about  $23,000 a year for three years in a row),  you have to realize that you have to make about the same amount Canadian to sponsor him into Canada if he is living outside of Canada.
   
  If he manages to make it into Canada as a visitor, you can sponsor him into Canada without the income requirement.  
While the Immigration & Refugee Protection Act provides that there is no income requirement for a Canadian to sponsor a foreign spouse there is, of course, a catch.  The catch is Section 39 of the Act which states that "a foreign national is inadmissible for financial reasons if they are or will be unable or unwilling to support themself or any other person who is dependent on them, and have not satisfied an officer that adequate arrangements for care and support, other than those that involve social assistance, have been made."
This means that if the Canadian sponsor has little or no income or assets and the foreign spouse also has little or no income or assets, the application for permanent residence of the foreign spouse will be refused under Section 39.  However, if the foreign spouse has applied for permanent residence at a Canadian Visa Office outside of Canada the Canadian sponsor can appeal the refusal to the Immigration Appeal Division.  On the other hand, if the foreign spouse has applied for permanent residence in the Spouse in Canada Class there is no appeal of a refusal.
What will satisfy an officer that adequate arrangements have been made is not defined in law so this becomes a subjective decision.  What will satisfy one immigration officer will not necessarily satisfy another.
  However, if he shows up at the border with you and the border guard asks where you live, etc., and finds out that you are married, an that he intends to live with you, the chances are slim that he will be allowed into Canada.  You are not unique.  Over the years I have had many couples living on opposite sides of the border because neither can get into the other country.
