Hi David,
This e-mail pertain partially to our situation as well.
We are contemplating to migrate (from the US) to Canada.
The reasons being:
- I'd like to give my kids (4 and 3 year old) the chance I had when I
was in their age
to learn both English and French.
- The universal medical insurance is a better system than in the US
(or is it?) I believe our system is far superior to the USA
- Education is much cheaper in Canada... If not free. The general
quality is both cheaper and more accessible.
- Quality of life in general is better than in the US... This
completely depends upon where you are and your lifestyle. Goes both
ways.
- The equity in  my house will buy me a comparable house in Canada for
less money,
granted the exchange rate stays favorable... This is particularly true
for your purchase in Quebec.
Of course there are many other reasons which are irrelevant to my
question now.
I am planning to invest in the rental/real estate market for a living
- What is your advise before I get my hopes all up. Can be done -
whether you are the person to do it is another question.
- We are planning to migrate to the Quebec area.
I would like to consult with you on putting a plan together for this
purpose. Happy to help out - see below.
Already started the paperwork for migration, my score is 75 at least
so I have no problems there.

I love Quebec but they have a completely different set of forms to
fill out. The Federal site is no good for you although if you decided
to live in Ottawa, Ontario or St Boniface, Manitoba, or Moncton New
Brunswick, you would be in totally bi-lingual cities and not have to
deal with the Quebec System and I could be your guide.
I would be happy to consult with you about the taxation part of your
immigration and emmigration and there is nobody better to look after
your first year's income tax returns but I have NEVER done or even
participated in a Quebec Immigration.  Happy to give you my input, but
I am NOT a Quebec immigration expert or specialist. Of course, we
could work through it together but I am sure you could do better.
Assuming that you are going to Quebec, heed the following which I have
lifted from my Oct 13th newsletter.
1.    Goto http://www.cic.gc.ca/english/skilled/assess/Education.asp
and fill in the self-assessment guide.  This would be what you use for
all other areas of Canada and you just might decide you want to come
to Vancouver or heaven forbid, settle in Toronto instead of Montreal
or Quebec City. You need 67 points to pass
2.    Goto Quebec's immigration site at:

and look around.
In particular, you will need to look at:

for the province of Quebed self-evaluation Guide.  i made a guess at
you and came up with 66 out of 90 because I presume you have no
French.  If you enroll in some French Immersion and can get to some
proficiency in a year - say up to an intermediate level I, you would
have a score of 74 out of 90.  Either score should qualify you for
Quebec immigration.
4.    Then fill in the preliminary application at:

  You want to leave the Liberty Bell and Constitution Square and Ben
Franklin's Grave and the Philadelphia Mint and the Black History
Museum and Valley Forge and the Suffragette Bell and and the Amish at
Lancaster or Intercourse and 11601 Roosevelt Boulevard (home of the
international IRS office) and  move to the Comox Valley where you can
see mine shaft six in Courtenay or the old coke ovens or feast on
Fanny Bay Oysters or go fishing for salmon or take a ferry to
Lasquetti Island or buy car Parts and lawn chairs at Canadian Tire?
  Well, okay.  It is a great place.  The Sunshine Coast is equally a
fine place to live and two of our staff members either make their home
their or are intending to make their home on the coast.
  Let me assure you that it is never premature to consult with me
about this kind of move because a few dollars spent with me can clear
up thousands of dollars of hassles in the future with regard to real
estate purchase (I am a licenced realtor (over 30 years in Real
Estate) but do not work actively at it) the taxation between the two
countries and things like medical differences, permanent residence
status and other little things.
  I am also a professional "tourist from hell".
  If you like Comox, you should check out Powell River which is just
across the water from comox and on the North end of the Sunshine
Coast.  You can drive and ferry from Vancouver to Powell River and
take the ferry directly from Powell River to Comox.   Just as nice but
more isolated and a lot cheaper right now is Port Alberni on the west
coast of Vancouver Island and just as nice but slightly more expensive
would be Sooke at the south end of the island.
   If you do decide to consult wiht me, bring a couple of year's tax
returns with you and a close estimate of what your income should be
when you get to Canada.  I will provide a pro-forma tax retrurn for
you so that you will KNOW what the taxes will be like.
  After coming here, you will maintain a close relationship with
Philadelphia because you have to continue to file a US tax return
every year and we will be sending it back to 11601 Roosevelt Boulevard
in Philadelphia.
