QUESTION:
I am a Canadian citizen by birth. I was born out of wedlock to my Canadian
mother and American father in Tokyo Japan (1969). My parents were married 1
year after I was born. My father now has US/Can citizenship and my mother
still is Canadian. They live in Canada.
My brother was born in Canada after our parents were married. He has
applied for and been granted his US citizenship (by birth to an American
father).
As I was born in Japan to non Japanese parents, I could not have Japanese
citizenship. At the time I was born, non Japanese born in Japan were not
issued birth certificates.
With my brother's records filed with the consulate all of the requirements
have been met except I do not have a birth certificate showing who my father
is. I have the hospital record but this is not accepted by the consulate.
Any suggestions as to where to go from here?

Have yourself and your father's and mother's DNA tested. That will prove your paternity.
If your father is not co-operating, get your brother's DNA tested.
Get an Affidavit from your mother.
That, plus your hospital record should be enough.
However, I hate to say it, BUT.... Be prepared to find out that your father is not your father. I found out that my father was not my father when I was 38. I was also a love child although my mother was married to Arnold, whose son I was raised as! Strange things are known to happen.
