Canadian H4 visa holder wants to collect Unemployment

Hi David!
I have Canadian citizenship. I was laid off in WA with H1B visa. I
transferred it to H4 visa ( from my husband who is working in WA). Still I'm
leaving in WA ( I didn't turn back to Canada). I received UI and after 3
months I returned it back. The WA UI explained me that I can not legally
work in WA with H4, and they are right. H4 is not working visa, but as
Canadian citizen I can start immediately with TN.
Do you thing that I can receive UI in WA with H4 visa?

Because you can get an immediate visa, I think you should be entitled to Washiongton State enemployemnt insurance provided you have continuously and assiduously applied for jobs since your lay-off.  If you have, you should appeal your case.  I only know of one similar case and that was New York state and the H1B husband was laid off and collected for about two months before finding another job.
Appeal it and let me know what happens please so that I can pass it on and put it in my lexicon of past experiences.
