Is the BC property purchase tax deductible as a moving expense
when filing income tax return?
I moved 400 km to a new job in Vancouver from Vernon, B. C. in
2003.

No - it is excluded on line 15 of form T1M that allows taxes on
title registration, etc., but specifically excludes GST/HST
The HST is the provincial sales tax part of the HST (Harmonized
Sales tax).
