hi david,
I'm an emergency physician in Seattle. I've been offered a 2 year research
fellowship in Ottawa. I'd like to stay in Canada after the fellowship with
my family.

Although there is an office in Ottawa with my name on it at 329 Waverley, it has nothing to do with immigration.
I suggest that you use a Vancouverite who used to be a Canadian Consul in Seattle and worked with Immigration in Ottawa.
Don Cameron at (604) 303-9992 is the one I call when I can't figure something out.
The advantage (in my opinion) is that you are only 3 hours away by car if you want to see him in the meantime and even the phone calls are cheaper. The fact that he is in the same time zone while you are getting the work done is another bonus.
I would love to help you but am completely tied up with Income Tax work until June 15th.
However, after you do leave, you better send your two country return to us. It makes sense to because you intend to end up in Vancouver. In return I promise to take all my motorcycle accidents to you.
