I have read a few of your posts where you mentioned renewing a TN visa by
mail. I did not know this is possible and if so how?

Can't sleep, up in middle of night and this is an important question and
being answered BEFORE another 200 which will not be answered because I have
jut run out of time.
TN extensions/renewal by mail must be filed with the INS Northern Service
Center in Nebraska
You can apply again if you are refused. Be sure you can explain why you are
re-applying (ie. you are sending in the item you missed in the first place.)
Incidentally, this is an "option" for Canadians. All Mexican TN renewals
MUST be submitted here and only 5,500 are issued each year. Last year more
than 60,000 TN's were issued to Canadians.

This will take up to 90 days and should be initiated at least 90 days prior
to the expiration of the current visa. Petitioners will need to submit a
form I-129 and if there are TD dependants, an I-539. The cost is US $110 for
I-129 and US $120 for I-539.
A renewal package should include the following:
Official cover letter stating contents
Copy of offer letter with reasons for extension and emphasis on the
temporary nature of job
form I-129 - http://uscis.gov/graphics/formsfee/forms/files/I-129.pdf
Form I-539 (if necessary) -
