Pension - Belgium - United States - Canada - US Canada

QUESTION:
I am a Canadian citizen.  I worked in Belgium from 1973 to 1979 when I was
non-resident of Canada.  Can I apply directly to the Belgian government for
pension or have it added to the Canadian pension plan?
I worked in the USA from January 1994 to March 2003 (6 years under H-1B and
3 years of TN-1) and declared income tax in the USA only.  I had a Canada
non-resident status.  From Social Security statements, it appears income
would be higher than using the tax treaty between Canada and the USA.  Am I
correct?

I am certainly not an expert on the Totalization agreement between Canada
and Belgium (you can find it at
http://www.hrsdc.gc.ca/en/isp/ibfa/countries/agreements/belgium-a.shtml).
However, the general provisions are that if you are short of time in country
B, you can use time in country C, to qualify for your pension from country
B.
The Same thing happens with Country US.  You can use time in country C to
get your pension from Country US.
The pensions you will get will be a percentage of what you would have
received if you had put in full time.
i.e.  If 160 quarters in the US would have got you a pension of $800 a month
and you only have 20 quarters, you would receive 20/160  or one/eighth or
$100 a month.
This is not perfect and do not plan your life around this answer.  If you
want to know what you will qualify for from Belgium and the USA, write to
the relative agencies in those two countries.
The USA / Canada agreement (

the same thing.
