Canadian firm hiring Americans

QUESTION: My wife works in Canada and the firm she works for
keeps hiring less qualified engineers from the USA. They hired a
manager 3 years ago from the USA and since then the only people
hired in his department have been from the USA.
Is there anything/anybody she can contact about this or to stop
the flow.

This is an interesting conundrum.  There is such a shortage of
qualified people in B C right now that unless you had a couple of
very qualified people who had been turned down by that company
and were still unemployed (to make the complaint), I think it
would fall on deaf ears.
However, I would start off with your local Member of Parliament.
He or she is set up to look at this type of situation.
I do not think you will get anywhere though and have to admit
that it does not seem like a particularly bad thing to get new
blood, etc., into a system.  Most of my business involves sending
Canadians, (most of whom are from BC) to the US as engineers,
graphic Artists, etc.
And after spending 1 1/2 hours on the Lion's Gate Bridge tonight
while we tried to talk down a jumper, the rest of it all seems
rather mundane. I was the first person to stop and had them close
down the centre lane,  turned off the guys car, stopped a passing
ambulance, and kept the guy calm until the Vancouver and West
Vancouver Police had arrived.  By the time it was over, we had 9
police cars, two ambulances, a Police Command Centre,  and a
bridge service truck in attendance.  The jumper had a small dog
in his arms and when he actually started to jump (the police
grabbed him on top of the railing), my 14 year old daughter
jumped in and rescued the dog.
This man's face was totally emotionless/stunned or something and
it will be a while before I forget it.
Anyway, if it really concerns you, complain to your member of
Parliament or maybe Jim Sinclair, the President of the BC
Federation of Labour.  Jim's email is exec at bcfed.com - His office

Even though I do not think that Engineers would normally fall
under the BC Fed's mandate, the concept of non-BC labour being
used should interest them because of the filter down effect.
